In 1807, Mr. Betty became the judge-magistrate of Barisal. As the inhabitants in the southern part of the Sundarban increased during the rule of Betty, Mirzaganj thana was formed with Patuakhali in 1812. Later, in 1817, four separate munsiff chouki (outpost) were established in Barisal for the proper implementation of the civilian rule. These outposts are Baufaul, Kaukhali, Mehendiganj and Koter hat. Mr. Braja Mohan Dutta was the first munsiff of Baufaul outpost. On 1st June of 1860, the outpost was transferred from Baufaul to Laukati. Southern bank of the Laukati River was named as Kalikapur after the name of Kalika Prasad, son of landlord Hudoy Shankar. A city gradually grew here. Office of the Mahakuma Sadar was established on the eastern side of the Kalibari Pond.
Braja Mohan Dutta proposed to establish Patuakhali as new mahakuma. On 27th March 1867, the news of establishment of Patuakhali mahakuma was published in Kalikata Gazette. In 1871, it was converted into Patuakhali mahkuma. At that time, Braja Mohon Dutta hold both the post of Munsiff and Deputy Magistrate. The newly formed Mahakuma was named as Patuakhali. A century after that, in 1969, a new coastal district Patuakhali emerged in the history of the country. On January 1, 1969, the then Commissioner of the Khulna division inaugurated the activities of Patuakhali District Administration at a ceremony held in the conference room of Patuakhali district administrator building. Later, Patuakhali district was officially inaugurated on the month of March of the same year, by the governor of East Pakistan, Vice Admiral S. M Ahsan. Habibul Islam was the first District Administrator of Patuakhali.
